I know Propecia can reverse miniaturization even in the front but what about hairs that have stopped growing? Both of my temples have chunks of hairs there that are no longer then 2 inches can Propecia make them grow again or are the chances low?

We've seen instances of people regrowing some hair just from taking Propecia, but it's not something that happens to everyone. Plus, we typically see most of the regrowth due to Propecia in the crown, so I don't know how well it will help the hair on your temples.
When the doctors prescribe Propecia here, their main goal is to stop/slow the hair loss that is already present. Any regrowth of hair is just an added bonus.

I don't really need regrowth if only my hairs would become thicker and grow again everything would be nice again, I assume getting miniaturized hairs back to life with propecia is easier then actual regrowth.

Well, there's really no way to tell exactly how Finasteride is going to affect you without trying it out.

Well in less then 2 weeks I will be 6 months into using Propecia. Dr. Bernstein as you might know who is Dr. Rassman friend/associate told me that the first 6 months I will probably see nothing but the 2nd 6 months I should see the effects, hope he is right.

Yeah, Dr Bernstein is a really good Doctor. I'd take any advice he throws my way.
Just got to give it time I guess.

By the way Dr. Bernstein also really recommended I use Rogaine with Propecia even if I will only apply once a day but Dr. Rassman keeps saying to hold of Rogaine till you take Propecia for about a year and see where it gets you. Do you think if I would have added Rogaine even 1x daily it would make a big difference? It's just that applying Rogaine is a pain!

You can use both Propecia and Rogain at the same time, but Dr. Rassman recommends waiting to use Rogaine mainly because if you see any results (or lack thereof) you're not going to know whether you're seeing them because of the Rogaine or the Propecia.
