Hopefully someone can help me with this, does this mean that hair that is in the miniturisation stage could become dependent on minox and so, even if you wouldn't have lost the hair for 2 years for example without treatment, if you had used minox for 1 year and stopped, you would actually lose this hair quicker than had you not used it?

I think what he's saying is that after using it for a while, there is hair on your head that's being retained by the drug that would have fallen out had you not taken the drug. If you were to stop taking the drug after a year or two, all the hair that would normally have fallen out during that time if you weren't taking the drug will begin to fall out fairly rapidly after ceasing the use of the drug.
